State College winters are hard on concrete. The area averages about 45 inches of snow a year, and PennDOT pretreats Centre County routes with salt brine. Tires carry that brine home from Atherton Street and I-99, and it works into bare garage slabs. Basements have a different problem, because Nittany Valley sits on limestone and the slabs stay damp.

Much of the Centre Region's newer housing sits in Ferguson, Patton and College townships. Subdivisions like Grays Woods, Toftrees and Park Forest Village have attached two-car and three-car garages. A garage floor epoxy system suits those slabs, and it holds up to daily winter driving.
Bare concrete has no defense against road brine. Salt water sits in the pores, freezes, and pushes the surface apart. Cheap garage paint fails a different way, because warm tires grip it and lift it off in patches. That is hot-tire pickup, and it shows up on painted garage floors.
Every garage we coat starts with diamond grinding. Grinding opens the concrete so the base coat can soak in and bond. We repair minor cracks and spalls as part of that prep. Then the base coat goes down, flake gets broadcast into it, and a clear topcoat locks everything in.
The neighborhoods closest to campus are the oldest. The Holmes-Foster-Highlands historic district covers 321 acres and 727 contributing buildings, with homes going back to 1896. College Heights started around 1905 and filled in through the 1930s. Basements under houses that old often have rough, patched slabs and old paint.
Nittany Valley sits on limestone, and groundwater moves through it fast. Humid summers push moisture vapor up through basement slabs, and floor paint traps it and peels. A basement floor coating bonds into ground concrete instead of sitting on top of it. That is why it handles a damp slab better.
