About half the homes in Williamsport were built before 1940, and that age shows up in the concrete. Basement slabs in the older parts of the city are rough and patched, and they shed dust. City housing figures put about half of Williamsport's homes at 1939 or older. Roughly seven in ten owner-occupied houses here went up before 1950. The Victorian houses along Millionaires' Row on West Fourth Street run older still, back to the 1850s. Basements in stock that old were built for coal and storage, not for rec rooms.

Williamsport averages 36 inches of snow a season, and 29 days a year never climb above freezing. US-15, I-180 and US-220 all run past the city, and the state salts them all winter. Every trip home drips that brine onto the garage floor. Bare concrete drinks it in, and the top layer starts to scale and flake.
